Postal Voting Process - European Elections 2024
Brief instructions for the election participation process:

- The voter who is registered in the electoral rolls is notified via email and a message on their mobile phone that the ACS (Election Management Agency) has received the necessary election materials for them from the Ministry of Interior (ΥΠΕΣ). Through the link provided in the message, they can choose to receive it from one of the 300 ACS points during their extended operating hours.
- If the voter chooses to collect it from an ACS point, they have the option to do so at any time during the extended operating hours of the ACS stores. If they choose to receive it at their location, then only when the delivery of the election materials (return envelope for postal voting, ballot paper, voting envelope, instruction leaflet, list of candidates, application/responsible statement) is handed over to the distributor, the voter is informed via email and a message on their mobile phone that the distributor is coming to their location to deliver the shipment with the materials.
- The voter receives the shipment with the election materials and is informed via email and a message on their mobile phone about the method of returning their vote.
- The voter casts their vote at their convenience.
- The voter selects the method of sending their vote for delivery to the Ministry of Interior. If they have received the materials via ACS, they can:
1. Call an ACS distributor to their location using the link they received via email and message on their mobile phone,
2. Deliver their vote, i.e., the Sealed Special Envelope, to one of the 300 ACS stores during their extended operating hours. - In all the notifications received by the voter, the ACS shipment number and the One-Time-Password (OTP) or otherwise known as PIN (Receipt Identification Number) are mentioned, which are necessary for the delivery of the election materials and for the receipt (return) of the voter's vote.

Questions & Answers for the Absentee Voting Process
How will I receive the material concerning my absentee vote?
The election material concerning your Absentee Vote will be contained within the Special Envelope of the Absentee Vote, which will be delivered to the address provided during your electronic registration process on the platform of the Ministry of Interior.
As soon as the ACS receives the election material, it will send a message to the voter with the special OTP (One Time Password) number or otherwise known as PIN, which is required for the receipt of the Special envelope with the election material.
The Special envelope with the election material can be received either by the distributor or by an ACS store. ACS includes in the emails and messages sent at each stage of the delivery process, a Link where you can choose to receive the shipment of the Special envelope from one of the 300 ACS stores, which operate with extended hours, so you don’t have to wait for the distributor to come to your location.
When will I receive the Special envelope for my absentee vote?
You will be informed by email and message on your mobile phone as soon as the distributor receives your shipment, to deliver it to the address provided during the electronic registration for the Absentee Vote, via the platform of the Ministry of Interior. I can't find the PIN to receive the envelope of the absentee vote. What can I do?
The OTP (One-Time-Password) or otherwise known as PIN, has been sent via message to the contact details you provided during the electronic registration for the Absentee vote, via the platform of the Ministry of Interior.
In case of loss of the special OTP (One-Time-Password) or otherwise known as PIN, you can request a resend of the PIN from the distributor who came to your location for delivery, or from the receptionist of the relevant store where you are to receive your shipment with the election material. The Special OTP or otherwise known as PIN is sent to the contact details, email & mobile phone, you provided during the electronic registration for the Postal Vote, via the platform of the Ministry of Interior.
Can someone else pick up the election material instead of me?
To ensure the correctness of the process, the identification of your details is mandatory. All deliveries are strictly made using the Special OTP (One-Time-Password) or otherwise known as PIN, which is sent via message to the contact details, email & mobile phone, you provided during the electronic registration for the Absentee vote, via the platform of the Ministry of Interior.
What documents do I need to show the courier/transport employee to receive the election material?
There is no need to present any official document (e.g., ID card) to receive your shipment with the election material. The correctness of the process is ensured through the use of the special OTP (One-Time-Password) or otherwise known as PIN, which is sent via message to the contact details, email & mobile phone, you provided during the electronic registration for the Absentee vote, via the platform of the Ministry of Interior.
To ensure the valid submission of your vote, you can either deliver your vote to one of the 300 ACS stores until June 4th, or hand it over to an ACS courier until June 3rd.
Beyond these dates, your vote may not be counted.

What happens next after I vote and send the envelope?
Once we deliver your Special envelope with your vote to the competent Ballot Sorting Departments for Absentee Ballots, you will be notified via email and SMS to the contact details you provided during the electronic registration process for the Absentee Vote via the Ministry of Interior's platform.
The counting of the postal votes takes place simultaneously with all other votes on the Sunday afternoon of the elections.
According to the Ministry of Interior, the envelope must be received by the competent departments by 5:00 PM Greek time on the eve of the elections (June 8, 2024) in order to be counted in the voting results. How do I notify the courier to pick up my vote?
ACS can pick up the Special envelope with the necessary materials for your participation in the Absentee Vote ONLY if the delivery of the voting materials has been made by ACS. In this case, you should visit the ACS website
https://webapp1/postal-vote/#/v1/elect-num where you will find the following link to call a courier to pick up the envelope. The courier can come to the same address where the envelope was initially delivered.
Alternatively, for faster service, you can visit one of the 300 ACS stores and deliver the Special envelope with the voting materials.
ACS can pick up the Special envelope with the necessary materials for your participation in the Absentee Vote ONLY if the delivery of the voting materials has been made by ACS. The delivery of the sealed Special envelope from the voter to the Ministry of Interior can be done in the following ways:
A) From the address to which the voting materials were initially delivered. It is not possible to pick up from a different address than the one to which the Special envelope with the voting materials was initially delivered.

How will I know that my vote has reached the polling station?

If you still can't locate the Special OTP or PIN, you can request a resend from the courier who came to your place for delivery or from the receptionist of the relevant store where you are to deliver the Special envelope with your vote.

I lost the envelope with the voting materials. What should I do?
The voting materials along with the voting envelope are personal and must be kept in a safe place. Unfortunately, there is no possibility of re-sending the voting materials.

All deliveries are strictly made using the Special One-Time Password (OTP) or PIN, which has been sent via message to the contact information, email, and mobile phone, that you provided during the electronic registration process for Postal Vote, through the Ministry of Interior's platform. If you still can't locate the Special OTP or PIN, you can request a resend from the courier who came to your place for delivery.

I want to find out with which shipment number I am expecting my vote. What can I do?
As soon as ACS receives the electoral material, it will send a message (email & viber/sms) to the voter stating the shipment number and the special OTP (One-Time-Password) or otherwise PIN, which is required to receive the Special Envelope with the electoral material.

I won't be at the address I declared. Can you receive it from another address?
ACS can receive the Special Envelope with the necessary items for your participation in the Postal vote, exclusively and only from the address to which the electoral material was originally delivered. If you are not at the same address, you can deliver the special envelope to one of the 300 ACS stores.

Is there a cost for receiving and sending the envelopes?
There is no cost, the receipt of the postal voting envelope from the voter is free since the cost of sending the postal voting envelope is covered by the Ministry of Interior. The sending of the return envelope of the postal vote by the voter may require payment by the voter. How will I receive the material regarding my postal vote?
The electoral material concerning your Postal Vote will be included in the Special Envelope of the Postal Vote, which will be delivered to the address provided during your electronic registration process on the Ministry of Interior's platform.
Once ACS receives the electoral material, it will send a message to the voter with the shipment number of the DHL company, through which the electoral material will be forwarded to the voter.
The delivery will be made by DHL either with a distributor to the declared address or through DHL service points.
Identification with an official document is required for the collection of the electoral material.

No PIN is required for the collection of the envelope with the electoral material concerning your participation in the Postal Vote. Upon delivery of the Special Envelope by DHL, you will be asked to present identification with a police ID or other official document.
Can someone else collect it instead of me?

B) At the bottom of the main page, select 'Contact Us'. There you will find the Customer Service center number of the local DHL company where you can call to schedule your collection.
C) The accompanying document (DHL adhesive document) must be delivered together with your Postal Vote envelope to DHL Express, WITHOUT BEING STUCK ON THE ENVELOPE (the packaging and attaching of the document will be done by DHL). DO NOT FORGET TO MENTION THE WAYBILL NUMBER.

I can't find the Pin to send my vote. What can I do?
According to a decision of the Ministry, the responsibility for delivering the Special Envelopes of Postal Vote lies with 2 postal service providers. In case the Special Envelope has been handed over to ACS, the election material concerning your Postal Vote will be delivered by the international courier company DHL to the address provided during the voter's electronic registration process on the Ministry of Interior's platform. Upon delivery of the Special envelope by DHL, you will be asked for identification with an ID or other official document, which you must show to the courier. It is emphasized that no special OTP number will be required for these shipments.
I lost the envelope with the election material. What should I do?
The election material together with the vote envelope is personal and must be kept in a safe place. Unfortunately, there is no possibility of re-sending the election material.
